The Department of Homeland Security (DHS) just last week released
the National Response Framework (NRF), successor to the older National
Response Plan (NRP). The NRF, which focuses on response and short-term
recovery, articulates the doctrine, principles and architecture by
which our nation prepares for and responds to all-hazard disasters
across all levels of government and all sectors of communities.

in discussions with others in the field, believes the NRF is billed as
the next generation of emergency preparedness and response guidance.
The NRP and National Incident Management System / Incident Command
System (NIMS/ICS) has helped tremendously with the standardization of
disaster response and mitigation, enabling agencies at all local, state
and federal levels (to include military) to better work together. With
the input of 5700 comments and years of NRP evaluation, the NRF will
certainly improve on this.
Childers states, "this new NRF is basically a new 'playbook',
similar to ones used by football teams. Football coaches use playbooks
to direct the players to respond to conditions on the field. Likewise,
elected officials would also use this NRF as sort of a playbook to
direct their 'players' (in this case, Fire, Law-enforcement, Disaster
response and Medical personnel) to respond to conditions in the real
world."
Desktop Alert believes that immediate notification is the key and
this new NRF is an effective guide that ensures all disaster relief and
emergency responders are aware of their responsibilities and that no
misunderstanding exists that would hamper or delay any response at any
level, no matter what the scale of the emergency. Similarly, the local
and state Emergency Operations Centers (EOC) would be able to respond
with the necessary equipment and properly trained personnel, avoiding
duplication and without wasting resources.
